1.Monitoring

From the long-frame to the fieldwork. 2. Evaluation

Evaluations are key part of project management, and PTM offers the full administration of all relevant evaluations. PTM believes in honest evaluations that provide the best benefit to the clients. While it is important to be balanced and to provide insights  in the project holistically, one cannot attain an iterative  learning agenda and process if one does not address and understand the challenges. This is why PTM  strongly believes in constructive feedback and the openness of its clients to provide better  solutions for targeted populations in the long term. For accountability and transparency reasons, PTM does not offer evaluations for projects  where it participated in the monitoring. Monitoring  and evaluation should remain separate and free from bias.

ii. Data Quality Control

Most organizations/projects are faced with the data quality dilemma. Analysis of project data may leave the relevant personnel with reservations regarding the authenticity of the data, the enumerators or even the project impacts. M&E and other management staff may even contemplate the possibility quality dimensions, causes of poor data and; eventually , ways of improving data quality.

WHAT IS DATA QUALITY?

Data quality refers to a case whereby data that is collected for project purposes is sufficient, accurate, reliable, valid and acceptable. It is the ability of data to serve the purposes for which it was gathered. If data does not meet either of these criteria, then it may not be referred to as quality data.

Indeed, by the very nature of its definition, data quality is quite relative and subjective. While one may view data to be quality, the other might think otherwise. In this case, building consensus about the quality of data within an organization is critical. Nevertheless, it is possible that an organization establishes standards that can therefore be used to determine acceptable quality.

In various experience, data quality gets much less attention than it deserves. Many of the challenges we face in M&E are the result of poor quality data that could have been addressed or prevented at the outset of a program or activity. Rather than focus on the amount of the data we collect, w’d like to make the argument here that we should be focusing more on obtaining the highest quality data, even if that means fewer but arguably better data points.

Data quality issues can either prevent us from using data in the way we intended or make our analysis incomplete. As a result, we end up without a clear sense of how the program is doing and which areas we might need to focus more attention on.   1. Completeness: Meaning there are no gaps in the data from what was supposed to be collected to what was actually  collected. This means that essentially everyone on your team is reporting a full set of data.
  2. Consistency: Everyone is collecting data in the same way. The goal here is for everyone who collects data to have the same understanding of what to fill in on a data collection form (e.g. for a survey, interview, etc.) and are filling out the form in the same way.
